Found my HG. I think that 'legally' this can be built as small as a 6dton at TL12.
Man 1 (1ton min), PP 1 (1ton min), Comp 1 (1ton), 4 couches (2 tons), 1ton fuel (min allowed). Personally I think that is arbitrary so go with the standard formula for fuel which would put it at 0.18 tons so that there is a bit of cargo space other than "hand luggage only'.
