I think these skills are so crucial I incorporated them into CT, replacing Bribery with Deception and Liaison/Recruiting with Persuade.
Oh ya forgot to say replaced Forward Observer with Recon and wrapped stealth up into it.

Carouse already in, added most of these as appropriate into an additional Education table with INT 8+ as the qualifier.

Investigate is both the primary LE and science tool, and replaces Interrogation.
 
Interesting set of skills for espionage/stealth adventures. IMTU, I got rid of stealth itself and use the most appropriate skill otherwise. Sneaking around a farm- Animals; sneaking around a hospital- Medical; sneaking around a power plant- Engineering. If it's a matter of going unnoticed in a particular environment I think understanding that environment gives you the best chance to avoid notice. (I remember a Firefly episode where the doc was teaching a soldiers how to sound like medics...)

I am sure all the above skills are very valuable to any spy. However one skill to add especially if you are spying in the Spinward Marches/Trojan Reach is of course languages. Otherwise how are you going to understand anything the Aslan/Zhodani/Vargr you are spying on are actually saying?

Only a real problem if your earpiece falls out, dynamic, on the fly language translation may well be ubiquitous by then. At a minimum, you'd have recordings to translate later. I would imagine modern diplomats assume they're being constantly recorded, so even if they could "speak XXX in front of someone who doesn't", they probably have no assumption that what they said would, at least eventually, if not immediately, be understood.
 
I'm pretty sure any Zhodani worth being spied upon was aware of the spy before they were even within spying distance. Droyne too.

That depends on the Zhondani, the proles remember do not have psionics. Plus according to the latest Mongoose traveller rule book. The read surface thoughts required by the Zhondani Noble/Intendant to realise someone is spying on them, only has long range ( 51 to 250 metres/yards) and costs 2 PSI points. Although agree spying on them would be a lot harder than say spying on the Aslan/Vargr/Solomani.
