If it is the same game, I believe I did a number of years back. If it is the same one, it looks like it got a face lift, or at least it does from the tour at the link. Typical resource management/tick time-frame game.

I've signed up and it's as Rooster says. Scratch away the SF frontage (so far anyway) and it's like all the other games where you press a button to build something which takes X real time minutes to build and then you go on from there.
