Does cloth-1 mean when a negative is shown it gets reduced one and where a positive is shown it goes up? So hands against cloth is normally -4, it is only -3? So thrasher vs cloth is +4, it would be +5?

Cloth -1 should be +1 on the opponent's roll over standard cloth.
Mesh +1 should be a -1 on the roll vs standard mesh.
 
I read it the opposite way, that Cloth -1 means BETTER then Cloth, a -1 to hit.


Reason is that the CES in LBB4 Mercenary is a more expensive version of Cloth at higher tech with kind of a built-in chemsuit functionality.


Ambiguous, but then you go to Striker and Cloth is value 5 and CES is value 6.



I think it's pretty clear intent.

You are correct. Found it in 1981 Book 3, page 30. Minus modifiers are better, positive worse.
