There is a EMS Jammer rule in Referee's Manual pp.70. as follows.
"An EMS Jammer renders an enemy's active EMS of equal or lesser range in operative".

How should I use this rule in Starship Combat?

1.We cannot perform ActObjScan and ActObjPin for enemy starship with EMS Jammer.

2.If the starship uses EMS Jammer and the enemy has any functioning sensor,
the EMS Jammer starship must automatically reveal the enemy
as if the enemy had performed an exceptional success sensor scan on the starship
using EMS Jammer.

3.Should we take the number of EMS Active Array and EMS Jammer into account?

No. Only the best one matters.

Against a ship using EMS jammer, we must depend on PasObjPin to fire weapon.
And passive object pinpoint ability based on high penetration densitometers.

At low technology level (TL11-), the pinpoint from a long distance is very difficult.
Observation heavy fighter becomes important in a fleet battle.

I see that no one has mentioned the possibility of Tech level with regards to EMS Jamming...
For example, how well would a TL11 EMS Jammer fare against a TL15 active EMS system...?
