The Scout/Naval base presence chart on p377 is somewhat confusing - I'm wondering if the column headers have been switched.
The "Naval Base" header has two ** next to it, but the caption below the table claims that ** refers to the Scout Base column (and vice versa).
Also, the "Scout Base" is less likely to exist if higher quality starport is present - is that intentional?
