Foreven Sector.

Foreven Sector was declared a Referee's preserve initially years ago. Is that still true? Or is it being written up officially?

If Foreven Sector is still considered a Referee's preserve and unofficial, can a free PDF be created using Classic Traveller for what an individual Referee envisions it to be? Can that PDF by made available for download as long as it is not charged for? Would it be considered an Alternate Traveller Universe and be the IP of the creator?

No, it's not.

Foreven was, during MGT 1E, the dumping ground for all things OTU but not Mongoose. It ceased being a referee preserve.

Then the document should be updated. Because this statement at the top of the document is not congruent with your statement.

This document reiterates the status of Foreven sector as an open content sector, available to anyone for development within the Official Traveller Universe (OTU).

...is still a referee's preserve. (That doesn't mean people like P-O and Jim Kundert and Moon Toad can't make their own sector maps available of course).

Note that the official data on Foreven is specifically the system locations on Travellermap, which are originally fromGreg Videll and Mike Mikesh, and a handful of UWPs.

I treat as OTU only the handful of established worlds, as the "pipe openings" into the Outside TU. If you are not doing that minimum, why even bother using Foreven rather than a blank sheet?
