History of the Scout/Courier

Is there any history (official ) or background on one of our favorite ships the 100 ton scout/courier?

Supp9 says the Suleiman entered service c.1000, presumably replacing the T20 version.

One thing has always bothered me. In T4 the Imperium is still expanding (in year 0 it's just CORE sector more or less). It would seem to me that Scouts would be at a premium and detached service scouts practially non-existant...yet they still exist...
