None of the regular Imperial fleets were stationed in Lanth. The 23rd, stationed in Vilis, was the nearest, but it was oriented towards the Zhodani (And the Joyeuse Fleet). The 1st Provisional Fleet (not to be confused with the 1st Fleet, stationed in Core/Core) was stationed in the corewards part of Lanth (According to the map it was covering Phlume, Extolay, Jenghe, Ruie (!?), and Regina). Lanth appears to've been completely open to the Gram Fleet.
Not so. RbS shows the 43rd in Lunion and the 18th in Lanth. But that's as of 1116, on the eve of the Rebellion. Presumably there was a major reshuffle of the fleets after 5FW, although the fleets involved in the shuffle may or may not have been confined to the ones stationed in the Domain of Deneb and Corridor.
