Sometimes you want to read human's thoughts. Has anyone heard where it is possible to learn it? I am sorry if this question is not related to the topic.
2300 has no psionics rules. You could import them from another edition. There is no organized system of telepathic research in the 2300 setting.
You can easily add psionics rules, tho -
In MGT 2300, you can use the standard MGT rules.
In 2320, you use the standard T20 rules.
In 2300AD/Traveller:2300, you can easily use the CT or MT rules with only trivial modifications.
Though you could emulate it by slipping your target subject a psychotropic drug. Once they fall asleep they'll remain in a semi-conscious state, and you can interrogate them at that point. If you really want to have fun with them you can stage events and dress up people they were thinking off the day before to give the appearance their minds "were read".
Take it a step further, and you can give them suggestions to do something the next day. It won't work if it goes against their moral fiber and thinking, but a hankering for a chocolate ice-cream? No harm in that. Burn down the local Imperial Tax office? Probably not going to work unless your subject is a pyro.
I tend to be fond of the John Edwards method myself, gathering a group of people in a room and tossing out random bits of information until someone bites in desperation of speaking to a deceased friend or family member.

I read a Peter F Hamilton book a while ago that had a nice method of 'mind reading.'
Basically it involved an EEG and medication to make someone succeptible. Then the subject was shown all sorts of pictures and the brain's activitiy at each picture was recorded.
Now that brain is effectively mapped. You know what certain thoughts look like on the (probably very advanced) EEG looks like.
So when the subject is thinking of something with EEG on, you can see what they're thinking about.
