TNE Path of Tears book had a bootstrap mission doing just such a thing on Berkin/Shenk/Old expanses with the fast growing coral that had been bioengineered at the planets former TL..as in-it was a material that could be quarried/transported/ and replanted to other water worlds as tidal barriers, or building materials!
