I went out and bought it. It's...good.
The Ticket system is a method whereby you generate mercenary tickets or missions. I think this is the strongest part of the book, and probably the biggest reason to consider buying it. It clearly lays out the entire process and there's plenty of dice and role-play options contained within it.
The amount of work Mongoose does on the economics of the game should be commended. They have figured out every expense imaginable in running a mercenary company and created a set of rules for managing those expenses. It's really incredible and I'd like to thank them for sinking as much time into this process as they did. I don't know of another RPG that has invested as much as Mongoose in the economics of the game.
I would rather have seen Marines included with High Guard. I would have liked to see Army as developed in Mercenary as Navy was in High Guard. I think Wet Navy belongs in High Guard, too. The Mercenary careers were good and give options to characters who want "one more term" but got kicked out of the Army or Marines.
Base rules are interesting. Again, the economics are well-explored here. Neither I nor my players are interested in Bases yet, so I'll have to withhold any more detail until I can use this material in a game.
Overall it could have been better, but I'm happy with my purchase. I'd have been even happier if they'd printed a "Pocket" version for $16 US. In fact, I'd really like it if Mongoose offered only a "Pocket" version of all their books, but that's another thread.
