General Military/Civilian game counters

I ginned these up for marking units on wilderness and urban maps, when my players get themselves into 'unwanted' situations. Just place them on an appropriate map.
There are Reg Infantry and Cav(Lt Inf) units. Rioters/Rebel units. Police and Fire Dept units, as well as Militia units. (I don't do Striker, so no armor or arty.)
Some of the counters are marked with a small star, denoting HQ/Leaders.
You'll have to decide what the number of personnel is, as well as decide if they can move, depending on the scenario.

These are for everyone's free use.

Just curious, why did you make the green Inf/Cav two sets of 7 and the blue Inf/Cav a single set 1-16?

Nothing wrong with either, just me being curious. 😁
 
Mainly as allied units. i.e. Nat'l Guard and Reg Army. (it really was an after-thought).
Using the theory that Nat'l Guard units are going to be more numerous in the initial phases of an emergency/insurrection.

"You round the corner and see about twenty guys in camo uniforms, at a make-shift road block. What do you do?"
