Ocean Refueling and Law Level

I thought I had seen somewhere that the law level of a world affects ocean refueling. Can anyone give me a reference to such a 'rule'?
 
Given that Law Level is pretty nebulous when it comes to anything outside of public weapons possession, I'm not sure a unitary "rule" would be of much use. Were I asked, I'd say the following:

For Ocean Refueling on a given world, roll LL or less for a permit to be required. DM's on the roll are Hydro rating -7 (so the less water the more likely a permit is required).

Note that even on worlds where a permit is not required there may be limitations such as "no pump-through", "not within sight of shore", etc.
 
Might have more to do with: "Hey, you can't fly over such and such and land there" meaning it has more to do with restricting air-space than pumping.

It might be impossible to enforce on some planets.

Others might not let you zip around just anywhere.

And do not overlook the ref's privilege of at least one gratuitous roll on the "pelagic environment" animal encounter table during dipping operations...

I remember that in Niven's Fallen Angels, the crew of a ship skimming Earth's atmosphere were shot down by a missle over Greenland.

I would think TL would be as important as LL.
 
Sort of. Outlawing or limiting the practice is one thing. Having an effective response if someone does it illegally is another.
