{Pirates of Drinax/Trojan Reaches}

I'm running the "Pirates of Drinax" adventures from Mongoose, which is quite a big sandbox to play in. My players seem to have latched onto the idea of punishing the raiders from Oghma as a way to win over the loyalty of many worlds. It's not a bad idea, so I thought I would ask if anyone here had some ideas, or had done some work, for how tough those guys ought to be? It's not at all marked up in the books, as far as I can read. :CoW:

It's a TL9 ice-capped world, which specializes in sending ships full of armed guys to steal from neighboring worlds. They've knocked at least two of their neighbors to pre-industrial age from the looting and slaving. An interesting wrinkle is that their starport is run by GeDeCo, and is off-limits to them, and the system is on the Imperium-Florian Trade Route, which the raiders have apparently done little to interdict by piracy in space. They can get away with robbing their neighbors, as long as they leave the foreigners along, it seems. ;)

So far, I am figuring that their ships will be either home-built or stolen ships, pretty much all lightly-armed freighters and scout ships. Some number of factions, whose main strength is in the ground troops, heavily-armed, who can land in shuttles and pinnaces, and dominate a small area?
