There is the MgT book Dynasty, which is a lot like Pocket Empires, except with far less bookkeeping. One thing it doesn't keep is the genetics (where each parent can give you a die for your characteristics), but beyond that it's a pretty good approximation. I liked the book so much that I wrote the Aslan mini-expansion for Dynasty, which was published in Compendium 3.
I love Dynasty (but haven't played it). I've yet to find a single person who has played it, unfortunately.
I really wanted to run a play-by-email version of it, but it was wholly unsuited for that kind of play. It really needs face-to-face discussion. I thought it would lend itself to email in one order per turn, but it's more of an RPG at a larger scale (dynasties instead of characters).
If you ever get Compendium 3, it features a new style of Dynasty: the Aslan Clan. That was mine, and I think it was one of my better efforts for Traveller. If anyone has played with them, I'd be interested in knowing what you think.

I haven't seen it, but I'm immensely curious about how you tackled the organisatorial gap between the several hundred strong pride and the tens of billions strong clan.
