Looking for inspiration, I was re-reading "The Secret of the Star Trigger" from AM-8 when I had a light-bulb moment.
What if the players where members of a covert Zhodani team, investigating the actions (as outlined in the adventure description) of the 'player characters'? The adventure has a new and different flavour.
So, the general concept is take an established adventure and swap the sides.
Good Idea? Bad Idea? Whateva?

Great idea, IMHO, because it's one I used any times to create adventures and amber zones on the "cheap".

Every published campaign, adventure, amber zone, and merc ticket has an opposite side to it. Many even have "third" sides if you look at them enough.
 
One of my favorite D&D modules was one in which the players are pre-gen characters, told to attack an ogre cave. Then, you turn around and play the ogres, attacking the castle to get their magic whatever back. We had fun.

To your question, yes, that sounds like a good plan to game.
