How are ship's registry handled in Traveler? Is it by planetary government or by "The Empire" or other similar organizations?
 
I would have thought it was the Imperium - treasury or ministry of commerce and just possible a branch of the scouts. Given the time delays, batches of numbers would have to be given to sectors and then down to major worlds so you don't get duplication.

Probably only done at major ports with shipyards and registry given when ship is built so A & B ports. Changes in registry details like ship names is also probably done at A & B ports.
 
I’m not sure what’s been covered in MgT, but from other versions of Traveller the Imperial Shipping Commission (part of the Ministry of Commerce) would seem like a good bet.

The way I see it working IMTU is that blocks of tail numbers are allocated out to individual ISC sector offices. Then, when a shipbuilding project is started, the construction yard applies with an interim registration to its local ISC sector office for a tail number. This should arrive before construction is complete, at which time a full registration package is prepared. (If, for some reason, the number is not required it can be returned to the pool at this point.) Registration is filed with the ISC which then issues a database update via the SPA at all class A/B/C starports.
 
Merchant Prince (the CT one, that is) mentions ships registered to particular worlds. Jamieson's ship is registered on Vland, IIRC.

I think the Imperium or possibly Hortalez & Cie or the TAS will be keeping something akin to Lloyd's Register. But it appears that the Imperium doesn't have the power to refuse to register a ship.

I'm not necessarily disagreeing with you, but if that is so then what is to be made of all the "tail numbers" in other CT products (going back to Kinunir)? There does appear to be some sort of centralised numbering system, and it includes military ships ... so a commercial or NGO run registry seems a bit of a stretch.

And can you point me at the evidence that indicates or implies the 3I doesn't have the power to refuse to register a ship. I don't believe the 3I has as much influence over what happens on the surface of member worlds as some people think but surely in space the 3I is supreme?

I think there is something of the same sort on Earth today. Ships receive a unique international letter combination when they're registered, but they're still not registered by any international body. (I believe each country has a letter combination that is part of the code assigned to its ships).

In any case, it wouldn't be the first time pieces of canonical evidence contradicted each other. ;)

Nothing more than what I already mentioned. If ships are registered by the member worlds, the member worlds probably decide who gets registered. It's not a given, but it's IMO fairly likely. I did say 'appears'. I think it would be part of some sort of 'full faith and credence' boilerplate of membership treaties. Member worlds agree to treat each other's ships according to certain standards.

Tail numbers are just part of the SIN (Ship Identification Number) ;)
Civilian Ships are registered at the system level, in a standardized way then feed to the SPA & Subsector Capital
Government Ships are registered at the Imperial level

Each polity has its own method and so far I have only worked out two - the Imperium and the Vargr Extents

With communications lagging so much how does anyone know if a ship is lawfully registared or not? Or have I exaggerated the coms lag to much?

The captain has papers that looks genuine. They can be forged, but not easily.

Except for visits to backwaters where there probably is no record of ships anyway, it's actually very unlikely that a J2 or J3 ship will outrun records conveyed by J6 couriers.
