How are you uploading an avatar? You shouldn't have access to custom avatars, only the standard ones available to everyone.

Hunter, I think he means the profile picture - the one that shows on the profile page. TWILIGHT, avatars are separate to this, the option is just above that of the profile picture in the User CP area
