Otherwise, not bad.
Bluff on this character is low because bluff is a Cha stat, and this guy ain't got no Cha. Liason is high because it's getting a bonus from Noble Presence and a synergy bonus from 5 ranks of bluff. Notice that Bluff and Liason both have just 5 ranks in them.
If you moved 1 point from Liason to Bluff, you'd drop Liason 3 points and add only 1 to Bluff. Not so good, IMHO.
Synergy bonus is what's making the roll modifiers so high. Hey, the character has Trustworthy as a feat, so a low bluff ability is probably befitting anyway.
My semi-rehtorical question is:
Does PMOS have a prerequisite(s) and if so, does this character meet it/them.?
