The 314th fleet in - Tlianke??

Quickie here:

Is someone familiar with the Hinterworlds sector? MT Rebellion Sourcebook shows us two Imperial numbered fleets in Hinterworlds sector, the 224th in Adar and the 314th in Tlianke. Problem is, there's a grand total of 2 Imperial worlds in Hinterworlds, both of them in Adar. Only Imperial presence in Tlianke is a couple of scout bases. And, there's not an Imperial naval base to be found in the Hinterworlds. What gives? Are these fleets operating out of foreign bases for some reason?

They appear to be preparing for any possible war with 2 Thousand Worlds as a military presence.
A few possibilities:
1) We know there are fleets with just a few ships in them. Essentially, not fully active. The 3I can transfer more ships to those fleets, if needed.
2)Remember, there are Reserves too. These could be assigned to a naval base in a client state as you mentioned. Question is which one?
3) 2 Mobile bases. Reserves are kept in the Imperium
