Here's another thought experiment that no doubt creates more chaos than is useful: what if the High Guard damage tables were turned upside down, with a high result resulting in more damage?

There are possibilities here for streamlining combat (slightly): for example, the to-pen roll could be merged with the damage roll. Uh, my brain has just stopped working, because I can't remember now if there IS a to-pen roll on High Guard tables!
 
Makes little difference whether it's roll high or roll low; what little it does is due to the handling time of addition vs subtraction.

There are bigger issues...

Not really, more like preventing internals from exterior shots and reducing overall damage.
