As far as I can tell, here in overview format is the ordered procedure for generating the contents of a single parsec of space.

Input: Stellar Density (per page 421).
Input: Empire (yes or no) - 'no' sets all non-NIL worlds to PGLT=0 and Starport X.
Input: Universal Sector Location (USL), of the form <arm segment>-<col><row>, or for hexes outside of the Milky Way, <galaxy ID>-<arm segment>-<col><row>.
Input: Hex Number, from 0101 to 3240.

1. Hash on USL/Hex Number and seed random number generator.
2. Test for system presence based on stellar density (421).
3. Follow checklist, in order, on page 431.


The checklist looks complete enough to generate a full-enough system, including placing everything in orbits. Looks like there are, what, no more than 20 orbits around any given star (and 24 orbits around any given planet)? So this process fills out an array of hashes with arrays.
