1) You've been drafted. Think you get to choose your specialty? Think again you degenerate! We drafted you and we'll tell you what your going to be doing.
The concept here is that a method of determining which specialization a character will be entering is used other than the player choosing for the character them self.
The main reason I came up with this is because I couldn't see the military drafting someone and then letting them go into a specialty they were not needed in. What would the chances be that some low dex klutz with aspirations of dog fighting with the enemy is drafted and sent to flight training vs being made a crewman?
Some options:
a) Random. Roll d6/2 and round up for results of 1, 2, or 3.
b) GM's choice. Maybe it's a specialization likely to give skills the GM thinks the character needs for the adventures they will soon undertake or it's a specialization that fits the local current events in their TU.
c) Characteristic based. The character goes into the specialty that is most compatible with their characteristics based on the specialties survival and/or advancement criteria. So for the Navy, it might be possible for a character with high dex to go into the flight specialty.
d) Skill based. If the character has gained certain skills from former careers, they may be more suitable for certain specialties. Navy: If a character has engineering skills they could be a Eng/Gun specialist and if they formerly acquired pilot or astrogation skills they may become a flight specialist.
2) You've rolled for qualification/enlistment and you get to choose your specialty. Should you really get to choose?
Yes, I wanted to become a 'fill-in-the-blank' and they knew it when I was accepted. I never would have applied otherwise.
No, perhaps other people (your boss) choose specialties that are a good match. Maybe one of the options above is preferred.
3) You are in a career and want to change specialties. Should you get to change specialties any time you want?
Yes, my character is tired of the same old routine and wants to try something new.
No, changing specialties isn't so simple. Would the Navy let you go from being crew after 12 years to join their flight program just because you want to? Perhaps the options above will give guidance.
