What does relative computer size mean in HG combat?

Is that the difference between the computer ratings of the attacking and defending ships, or just the computer rating of the attacking ship?

the difference. the difference between tech levels is also a modifier.

The computer rating modifier usually winds up acting like a TL modifier, but there is no formal TL mod. Now, some people have proposed replacing or altering the HG combat modifiers with one based on TL, but it's not official.

NOTE: if you do decide to introduce a TL modifier into HG combat (or to replace the relative computer size DM with a relative TL DM) you will change the whole combat dynamic in HG. Ships would not need to carry the big computers to be effective combat ships. I would think long and hard before I made such a change.
