Writing Software for Traveller (question for Hunter et al.)

I'm looking to do up some utilities to assist in gaming sessions and I thought perhaps publishing some here in the fLibrary or a links.

Consequently, I need to know what is QLI's position with regard to what can and can not be implmented in software by third parties without having to deal with copyright agreements, etc.

Also, are there any restrictions regarding implementing such utilities as web sites rather than standalone apps.

The sort of utilites I have in mind are games session helpers: combat lists (would have been real handy for running the homestead scene in the "Kursis Charter"), starport simulators (at least for cargo and passengers), cargo hold manifests, brokerage simulators, timeline management, NPC database, inventories, bank accounts, etc. All the stuff that can often fall through the cracks between and during game sessions.

I've read the fair use guidelines but I'm concerned that writing software that encapsulates the rules, particularly as it pertains to the utilties I mentioned in my opening post, would amount to use of specific product identity.

I recall there being some dialogue in the past about it being "out of bounds" for someone to encapsulate the T20 starship design system as a software package. I can't remember if this was actually the case or not but I thought the I best ask specifically about "software fair-use".
