1248 collapse/recovery software

I've written a simple script to apply Flynn's alternate collapse/recovery rules from Stellar Reaches 5. It's pretty basic and should therefore be easy enough for most people to run or even to modify if they wish. It can be downloaded here:

If you've already downloaded this, please do so again. I've made a small change to fix a problem whereby governments of A or worse were sometimes getting inappropriately low law levels.
If anyone spots anything else that looks a bit dodgy please let me know and I'll fix it.

Sounds very promising and useful! I only have to re-install Perl (new computer, not installed yet) and I'll definitely give it a try.
