Amber Zones

From what I recall, Amber Zones are found within and without the Imperium. Yet Travellermap.com only shows them outside the Imperium, but with many a yellow zoned world inside the Imperium proper.

Someone correct me if I'm wrong here, but in the Classic 3I there amber zone worlds all over. Correct?

Roup is amber zoned as of Supplement 3, as is Zila of wine fame.

Looking at travellermap, I see red zones and amber zones. The red zones are the red circles, and the amber zones are yellow, both in and out of the Imperium.
