Basic Scenarios for Traveller?

And I have to assume that the local law enforcement and/or Star Port authorities will take absolutely no action whatsoever with respect to this type of criminal activity? And if so, WHY?

There is usually some reason as part of the scenario why the local law enforcement cannot be involved:
- the good guys have been framed and would be arrested
- the local law enforcement is part of the problem
- the local law enforcement are restricted in jurisdiction
- the bad guys have some kind of immunity
- etc

or other reasons, because otherwise the PCs would be expected to be passive bystanders letting law enforcement solve all their problems, which really isn't much of an adventure, if every crime-related difficulty is solved by "we call the police."

Out of sheer curiosity, what do you and Hans do in the real world when dealing with crime?

And why would the Traveller Universe be any different?

And that is as far as I can go without getting into what would rapidly turn into a political discussion.

Fantasy worlds operate under a different set of norms, where asking for help from the civil police is not an option.

As for the Traveller Adventure, I have it, and I have read it through. I just find it extremely hard to accept the basic premise, but it does have a lot of good material in it.

99% of the crime I encounter I simply ignore.

About half of it is other drivers. Turning right on red from the second lane, rather than the rightmost. Failing to stop before the 1st crosswalk hash. Failure to signal. Failure to yield.

Even much of violence isn't worth reporting. of the last 12 times I've been assaulted physically:
1: roommate, intoxicated, reported, arrested, served time.
1: drunken native forcing his way into my home. Forced out my front door, and ignored.
4: mentally disabled students. No point.
2: non disabled students; handled without police involvement
1: mugger. He demanded my wallet, I broke his arm.
2: same mugger; he ran off the second time, and the third, I dragged him to a pawn shop to return the weapon he "found" to its owner.
1: pickpocket - grabbed his hand while in my coat, dislocated his wrist and elbow. Mall security arrested him; he dropped my keys as his wrist came out of joint.
1: house invader - naked, intoxicated. Refused to leave; I forced him from my home at swordpoint. He returned. I Called the police while holding him at swordpoint.

2 of 13.

I haven't needed to, but I would totally scream for the cops. So?

And why would the Traveller Universe be any different?
Because it's a setting for roleplaying games.

I'm afraid that's a rule I was unfamiliar with, so my fantasy campaign had various police organizations, from city guards to the Questor Corps (the Empire of Gardia's equivalent of the FBI). Of course, just as with roleplaying adventures in the modern world and in the far future, I had to make sure the PCs couldn't just yell for the city guards. Because that would be boring.

Under most circumstances, call the police. (And I think your "sheer curiosity" is actually what most would call a "rhetorical question". ;) )

And why would the Traveller Universe be any different?

It is a game. An adventure game, in which the player characters are the adventurers, solving their own problems. Much adventure fiction (books, movies, TV, games, etc.) involves Good Guys1 trying to solve or prevent some crime. Except for the genres in which the Good Guys are the police themselves, it is generally accepted that "calling the police" does not make for a very exciting or even interesting adventure (although it may be a reasonable part of the process).

Fn 1: Not even going to go into the ones where the Bad Guys are the stars; pretty sure I know your opinion of those, and for game purposes I agree with you on that.
