I really like the idea of someone just wandering around and randomly uplifting groups of Chirpers as a hobby.

LOL Not a hobby, politics. In the 1248 books, The Droyne planets, who join the Freedom League (former Reformation Coalition) in the 1210s, begin forcibly casting Chirpers found on other worlds in order to increase the Droyne voting bloc in the League...

Pfft like I follow OTU CAW religiously. To me it’s an interesting exercise in providing a deep background generation and play option consequences, not a strait jacket.
