MGT Only: Build your SOC

No, it's not. Some independent system where the local ruler is a self-styled "king" is really just the same as some imperial baron on the SOC scale. The title changed but the status level remained the same. What you have to do is adjust the titles and such to fit the situation rather than change the SOC level.
Yes, it is. If that king is ok with the Imperium's view of where he fits onto the Imperium's SOC scale, then you are correct. If that King considers Himself equal to the Emperor on the Imperium's SOC scale (and isn't crazy or an idiot), then you'd be wrong.

Now, I understand that SOC is from the Imperium's point of view, and in that regard, I would be totally off base and wrong. On the other hand, I've been looking at SOC from outside the Imperium looking in, so maybe I've been tainted in that regard. I think that this is where Diplomacy comes into play.

Doesn't matter what as a character / NPC the king's views are, what matters is in terms of the game--and Traveller is a game--his SOC would still only be equal to that of a Baron, Marquis, or Viscount depending on the world he rules. He might be the equivalent of a Count at most if the world he rules is particularly significant. His SOC would reflect that for game use even if his title were "King" or "Emperor" or something like that. He rules a single world.

SOC is a game tool and the Imperium's nobility is part of that grading system. For SOC outside the Imperium, you have to consider what who character or NPC is, what they control or do, and look at it as an equivalent to Imperial nobility, even if the world / system you are considering has no nobility system itself.
