Confused about Psionics

I'm reading the psionics section of the Core Traveller book as well as Book 4: Psion, and I have a question:

Is one supposed to determine which talents one has and -then- enter a career? Or are those two different methods of arriving at which talents you possess?

Determine psionic skills first before starting a career. Then as you do your career stuff, such as a service skill, you have a chance of adding more psionic skills that you don't have already.
