GURPS:Trav being the deviant from the normal Traveller-style character generation style does make this a little harder, but for the most part, you can follow the same thought processes you used for the GURPS character and apply them through the T20 system instead. Consider the various service templates in G:T to be a term or two in the appropriate service in T20, grow the skills in similar *proportions* (ignore the hard numbers, since one game is bell curve and the other isn't), transfer equipment, and you're largely there. The important thing is to not sweat the whole "balance" thing endemic to point-based games (and, frankly, to most forms of D20), and just build the character *as envisioned*.
So, NO, there isn't a formula. Sorry if you were looking for one...
