Has anyone seen/tried a java implimentation of FFW?

I was wondering if anyone had tried designing a java implimentation?

In my mind(and bejond my skills) it would look like this:
1) A graphic of the FFW board which could have "Unit Icons"(ships, Gropos, etc..) displayed over it.
2) some form of email or client access so it can be placed on a web URL and only authorized players can access their force sets
3) An engine that would allow:
....A) players to log in and issue orders
....B) an interpreter that can determine when all orders for a particular turn are given for all possible units and then execute the "pending" orders and promote all "more recent" orders up a notch(Exp: We have given 4 weeks worth of orders. the oldest un-executed orders set are "pending" and the other three sets are in the orders que. When this turn's orders are in, the interpreter executes the week 1 orders in pneding, promotes week 2 orders to pending, moves week 3 and 4 up a notch and adds the new orders for week 5)
....C) Allows for players to log in after order execution and excersize "Well Led" fleet orders
....D) Notify players that movement is complete
4) Allows players to log in after all orders are executed and give "Combat orders" where appropriate
5) Execute the combat orders making the proper rolls
6) Allow players to log in and give Loss management orders
7) Compile a "tuen end report"
8) Notify players of on-coming reinforcements and allow those players to position those forces for arrival


Of course, I know not what I ask...heheheh....Sigh
