High Guard - Previous service?

So, have an idea to do a naval campaign, and trying to decide between doing it in Mongoose or Classic. I've got the High Guard book for Mongoose, and looking a the careers, I'm a little confused.

The Character Generation section mentions that a character can join a career by rolling Qualification. But it also mentions he/she can join with Previous service. So, does this mean that a character can either roll Qual OR just meet the Previous Service requirement and they're in? Or that must both meet the Qual roll AND the Previous service requirement? And what's the deal with rank, anyway.

As I understand it BOTH.

For example You haver to have 3 previous terms before you can apply for the Command career.

With regard to rank in the above example if you are O3 and you succeed in applying you are automatically promoted to O5.

Personally, I think these are a little too strict, so I've tinkered for Planetary navies.
