Just how dangerous are various parts of the Imperium and beyond?

And yet the bribery skill is a typical way to deal with Imperial functionaries...

I doubt if Vargr are so easily swayed unless you back up the bribe with considerable Charisma.
 
Enoki, implicit in Traveller5 and MgT2e WBH, The HASS rating incorporates population. Law Level, not so much.
The new WHB does though. It expands the HASS profile into a larger "Cultural Index". Each of these items, sure, is randomly rolled (2d+DMs), but Population, Government and are DMs for the final values:

Another big one would be economic. Tied with population, this would be a good indicator of criminal activity regardless of government and law level. If the planet's economy is in the toilet and there are lots of people, you're likely to have lots of crime going on. Poor and desperate creates crime, even if it's mostly petty crime. That still makes things dangerous there.

Economics is also computed. The culture ratings factor into economic ratings, but not much. The most useful computed are GWP per capita and Inequality Rating, a percentage of haves and have nots. A 0 Rating would mean complete equal distribution amongst the entire populace. A 100 means a sole individual owns it all (regardless of population size). But in this there are no direct correlations to Inequality: example 80-100 = Higher crime rate...

I use a house calculation of economic power that rates the planet / system on a 1 to 10 scale. 1 and 10 are very rare.
