License (or something) for non-OTU material?

I'm curious what the situation is for getting a license (or whatever is required) to sell a Classic Traveller non-Third Imperium/non-OTU material setting.

I've looked at several conversations about this on the site, but they most revolve around building material for use in the OTU -- whether within the Third Imperium, outside of the Third Imperium, or an ATU based on the Third Imperium.

In this case, it would be original material utterly divorced from the OTU, working from Basic Traveller books only (Books 1-3 ). And I would want to be able to charge for it. (Because... work.)

1) Is such a thing possible?
2) If so, how does one go about setting up the proper paperwork?

Only for the Mongoose Ruleset or the T5 ruleset.
The mongoose license precludes Marc licensing new commercial 3rd party for other editions.
 
Per a communication from Matt, as I have a Traveller license.

It only covers our edition of Traveller (not T5).

Based on that, the Mongoose license DOES NOT cover any T5 material, strictly Mongoose.

For T5 commercial licensing, contact Marc directly.

For MGT commercial licensing, the needed forms are in the Traveller Developer's Kit. You need not bother Matt unless you need clarifications on the items. It's TWO separate licenses for non-otu: the OGL (which requires no paperwork, per se, but requires inclusion in the final work), and the Traveller Logo License (which requires registration, but is free).

I have an idea for something. But work-work -- and it's work I love -- is slamming me now until (knock-on-wood) forever. But it's a thought.

I now have the info I need to proceed if I have time.
 
I've discussed this with both Matt and Marc, and Marc can do strange things under some circumstances. No, haven't actually set an example yet, because when I work things out ultimately, either the rights wind up in Marc's hands, or they become a non-OTU 3rd party Mongoose book.

But it is possible. Contact Marc directly, and copy me, so I can remind him about it if he is distracted.
 
I do understand the difference between a licensed-endorsed supplement-adventure for Traveller and a 'compatible-with' but not why the later require 'permissions' to be published.

A given that Classic Traveller is not published under an open-end license but should such deter an item not seeking official sanction ?
