It produces hits on the radiation damage table. You can find these in HIgh Guard, CT Missiles Special Supplement (for LBB2 combat) and MT (probably the best one as it includes sensor damage)

In TNE the nuclear detonation produces a "white out " in the detonation hex which raises the dificulty for sensors/communications that have line of sight through the affected hex.
In power projection:fleet the nuclear detonation also makes sensor locks more difficult which is representad by an increased "range to target.
IIRC the effects last one turn.

3) How do I translate all of this wonderful science into game Mechanics?
