So, basically, very early, and then it vanishes. There is no mention of it in the current version of Traveller 5.

IIRC, it is also mentioned in GT:Nobles as well as MgT: Sector Fleet (in reference to the fact that the Colonial Navies and/or Reserve Fleet come under its ultimate oversight during peacetime).

I don't have those electronically, so they wouldn't turn up on my searches. They do turn up in some non-OTU 3rd party MGT stuff, too.

The Ministry of Colonization has designated the world for seeding within the next century, with a view to colonization upon availability of personnel and funds.

MINISTRY OF COLONIZATION
The original function of the Ministry of Colonization was to select worlds suitable for colonization or other exploitation by the member worlds of the Imperium, and supply the expertise needed to oversee their settlement. It is now much reduced in size and influence, and its duties are now merely to advise sector and subsector officials who wish to undertake colonization efforts. Naturally, with the Imperial borders nearly static such projects are rare.

The Ministry of Colonization has some functional overlap with the Ministry of Conservation (p. 66). Rivalry between the two organizations is sometimes fierce.
