Somewhere (can't find it) there was a discussion and I mentioned that you need around six times as many at rank N minus 1 as at N, and thus something the size of the IN needs 6 ranks of admirals and more flag ranks within fleet structure.

I did find Rank , Command and Ship Size where I posted a stretched rank structure (and tidied up the table, which did not survive the change of format a year back).
