I'd say if you were just starting out, go mongoose, core rulebook, then 760 patrons.
Start small.
Roll a planet, to learn the process. Then go with 5 or 6 worlds rolled up.
Then write an adventure, that uses 2 or three of those.
Practice makes perfect.
Don't do a whole subsector, not at first.
Build what you need, and sketch the rest.
Whatever you do, don't start a whole sector, unless it's just dots on a map, connected by lines...to get some idea of your political setup and borders.
Sketch the edges just past where the PCs can travel.
