Adaptive optics are critical components of current tech laser weapons, so I presume the tech as available for future lasers.
Yeah, lasers can go from noisy to quiet depending on the design. In a gritty universe lots of whines and rattles and side effects (perhaps magnetic effects, corona, nasty charge accumulations on the chassis) would suit the milieu. In a white-glove universe, a quiet box that turns on a light on the panel to let you know it's active would suit.
On power, something around 150-200kW is the low end of useful. Mobile megawatt systems are currently in work, but a higher level of practicality will likely require something at or close to 2MW.
