By all means point that one out to Don. Perhaps it can encourage him and Marc to reconsider the ridiculous idea of negative production on the scale that the current rules cause. (My suggestion for a quick fix: Calculate effectiveness is 1 + (Flux * 0.1), giving you a range from 0.5 to 1.5 instead of -5 to 5).
Meanwhile, I'm not going to take the notion of negative production seriously.

Earth had, and has, pockets of negative production. Sub-Sahara Africa is a prime example.
Life is bad enough there now, but if not for food, medicine, AIDS education, and assistance of all kinds from the wealthier countries of the world, it would be far worse. There are credible UN reports of cannibalism, particularly against the pygmy tribes. Add genocide on massive scales and turning once productive farmlands into wasteland due to land grabs and you pretty much have a mini hell on Earth.
That is certainly negative production, though Earth as a whole...well just so long as the stock exchanges are posting gains to the right accounts...
