Questions Re. Nuclear Rockets

I've got a couple of quick T4 FF&S questions, pertaining to Nuclear Rockets (see p. 66, and Table No. 167):

1) Am I correct in assuming that order to have a fusion rocket, a ship also has to have a fusion reactor installed?

2) Can nuclear thermal reactors (NTRs, Advanced NTRs, and Gas-Core NTRs) double as fission power-plants? The table indicates that they don't seem to consume any power, but it doesn't say anything about producing it, either. The idea of having two separate fission reactors on a single ship, one for thrust and the other for electrical power, seems a bit strange.
 
On #1 No, the fusion rocket is it's own reactor.

On #2 Yes, If you have the Starship book, you can correlate power available between the two. Bear in mind though, the fusion drive in Starships, produces about 128 kN/m3, more than any listed FFS2.
