I've never done this, but I always thought that it might be interesting to start character generation and roll up one term for each player.
The Ref makes notes on the die rolls. He'll use them to influence events. Especially record the skills and attribute increases a character might get that term.
Then, we play out those four years with normal roleplaying. It would be tricky, because, mostly likely, all the PC would have to be the same age in the same career.
But, this could be fun, following a group of 18 year old recruits from the same planet.
You might have to same some chargen rolls for later--or have the Ref roll them. Like Survival. So that this remains a mystery and PCs don't realize, because they know that they made Survival for that term, that they have script immunity for at least those four years.
The Ref will use the skill and attribute increases, promotions and such to guide his story.
We play the game, for four years, then we return to character generation for the next term, playing out again those next four years in the game.
The Ref could move through large swaths of time, if needed. Maybe they're in training or whatever.
