Sabaticals

In the experience section of the Traveller Book, there's a section of taking a 4-year break to get a level 2 in a non-combat skill (a sabatical, the equivalent of going to college or technical school).

I had never seen it used in play since a 4-year break in campaign continuity is a pretty steep price, although I could see a million ways to work it in.

My question, is would it be kosher to allow a sabatical during character generation? It could go before or after the career, or perhaps with some careers as a true sabbatical in the middle.

Has anyone used a sabbatical during generation? How does it work out?
 
I've only ever seen it used as a quick post career gen way to add a needed or desired skill. So after mustering out the player declares a sabbatical, adds 4 years to age (rolling aging if required), and notes the new skill. Then they are ready to join the adventure. I generally ignore the dedication rolls for experience and have fudged the requirements and effects a little.
 
I generally ignore this rule, having instead used the "one skill level per year" style ushered in by Advanced CG.

Mostly because I think that taking four years for one skill level is waaaaaaay longer than I'd like.
