Ok I have a sandcaster installed in my turret does anyone make a reduced effectiveness missile that can be fired from a sand cartridge?

Not quite, but I've long had a variant launcher IMTU that could fire either the regular missile or sand cannister. Generally costing MCr1* per but fitting in the same space as the standard single function launchers the dual function launcher allows more versatility for ship's short of hardpoints or turrets. It even allows the user to mix the ready load so a single launcher could have a missile to throw a punch and then sand for cover as you run.

* Derived simply from adding the cost of the two seperate systems, feel free to add a premium if you like for the dual function, I'd say no more than 50%

That said, the idea of a reduced effectiveness missile is interesting. If the concept is that sand is hurled by the launcher while missiles are aimed and guided but under their own power, I guess what you're looking for is a simple low velocity unguided munition. Off the top of my head (and for LBB2) I'd say make it a single hit (rather than 1d6 hits) but immune to anti-missile fire (no electronics to back track). Also apply an Attack DM of -2. Cost of this simple unguided missile is only Cr500.

All untested and just a guess, it took longer to type it up than think it up so it may be in need of tweaking.

I like it, similar to the mine from Traplanetary.

I also have the flipside of this, missiles with sand for warheads.

And then there's the submunition dispenser, borrowed from T2300... ;)

Ditto. Launchers IMTO can launch either missiles or sand. I view the launcher as assisting the missile on its way a bit, an electromagnetic mass driver assist at lower TL and a gravatic/electromagnetic assist at higher TL. The sand would then be contained in a canister that is launched, or charged and sprayed out.
