Remember the sentient computer chips from Cymbeline/Solomani Rim, in Adventure 13: Signal GK? Imagine these chips expanded into a background-wiping deus ex machina (pun intended).

GDW wanted a fresh start, after DGP painted them into a corner with the Rebellion and its aftermath. Everything else is handwaving.
