Software piracy measures?

I was messing around in Mongoose, and one of their ideas is expensive ship software to avoid every ship running max evade or fire control or auto-pilot. However, that also means your small craft has the most expensive parts being the PP and drive, followed by the software, with the pulse laser and actual computer way down on the list.

That made me think about most Traveller settings. In most the ship software is really pricey. Why is the 3I really boarding, when most ships go to the ports anyway where the cargo can be checked before crossing the XT line?

I came up with this:

1. Checking for the few things that actually are Imperial no-nos. Slaves, dead gem creatures, NBC weapons without a license.
2. Checking for software licenses on behalf of the megas.
 
Opens up a whole new industry of slicers/hackers to steal them. And 'open source' programs to be used for free. Watch out for those open source 'Jump' or 'Generate' programs, tho. You might end up a subsector away from where you want to be. But 'Jump' and 'Generate' would probably be the most expensive programs. Or maybe some of the starship combat tactics programs - 'Evade' or 'Multi-Target'. 'Anti-Hijack' may be one of the most sliced/hacked programs in Known Space.
