Solomani base/friendly planet?

Any good choices for a base/re-supply planet for the Solomani raiders? Led by Captain Archer

EPIC 7: Merc Heaven continues the mercenary theme in the Gateway Domain. Set on the wartorn balkanized world of Sham in Outworld subsector, this Adventure details 6 mercenary Tickets being offered by the beleguered pro-Imperial Kikhei Union in an effort to hold back two nations with suspected Solomani backing.

The mercenary Tickets range from security escort missions to aiding insurgencies and behind-enemy-lines commando raids.

These Tickets do not require transportation or a starship. All can be played with 2 or 3 section platoons. Included is a section detailing low-cost low to mid-tech merc platoons and low-cost transport options. All stats are included so a merc unit for the players can be fielded with no effort at all!

Maps are included to help play out the merc Tickets, as are stats for various vehicles that will be encountered: submarines, ships, aircraft and AFVs.

You can also, depending on how beaten you want the Sydites to be and/or how well you think they are being monitored by the Imperium, have them provide basing. For technical support in rebuilding their economy, and Tech Base, I am sure they might allow, provided that they are secret bases, resupply and repair facilities for an Enemy of the Imperium. Though since the Sydites are manipulated Human Stock in an extreme way I am not sure they would get along well with the Solomani from a philosophical standpoint. "The enemy of my enemy is my friend" has possibilities. Though the other saying that "the enemy of my enemy is still not someone I want sleeping with my sister" might also hold true.
But I would put the Khuur League as a major possibility for resupply, and repair for Solomani Ships, provided that they don't base there. Neither the Sydites nor the Solomani would want basing there. It is too obvious and they are too likely to be caught if stationary there as far as the Solomani are concerned. They are likely to bring retribution down on the League if they are caught as far as the Sydites are concerned, but resupply and repair, you have plausable denialability from both sides.

I would hold reservations about the Solomani getting aid from the Sydites. They may be manipulated Human stock, but would the Solomani still consider them "alien" and not even worthy of ruling their own planet.

Your Solomani Raiders might want to try setting up a base in the Grand Duchy of Stoner or some place in the Glimmerdrift.
 
OTOH Raiders can't be choosers and I can actually see these crews as less strict about the party line. And choosing an ally that the Imperium would rule out makes a lot of sense IMHO
